In China space is limited. People don't have gardens and rarely even a balcony. So they gather in parks, not bothered at all when air pollution clouds the sky. The two guys are sitting on a newspaper as to not get their pants dirty. It looks as if they have a serious conversation but the hat has cute ears anyway.
